After you add a topic, assign it to the users by clicking the option 'Edit' from the top right. On the edit page, you will 'Who must complete this?' at the top right side of the page:
Assign By Position
Check a 'Position' and all staff assigned to that 'Position' will be assigned to the topic for completion.
Assign By Group
Assigning by group allows you t assign the topic by user's permission levels e.g. Manager, Supervisor, Scheduler, and Employee.
Assign By Skill
Assign By User
